You can’t do that. There is a reason only one company in the entire world can do it. It’s because it’s really hard to do and it is an iterative technology.

They are not ALPRs at all. They can ID you with facial recognition, that’s not a license plate.

You could just wrap your phone in tinfoil, but there is an exact way that you have to do it. If you have ever been somewhere remote without signal, your phone will nuke it’s battery trying to find signal by increasing the antenna’s power. You have to put it in airplane mode to save your battery. Not matter what you do, even turning your phone off, the antenna will be live sending some signal. The takeaway is that even with a hacky Faraday cage, your phone will try it’s hardest to phone home and could win with a tiny tear in the foil.

You have two options for shielding, one is shield the entire thing like we do with the ISS because people live there and radiation is bad for living cells. Two is to shield the smallest unitary entities to use the least amout of materials, like a shield per chip. This is physics not magic, radiation does not just go away. When everything add to launch weight it does not make sense. Redundancy systems also add to launch weight.

LEO is still protected by the atomsphere and magnetosphere fully. Geostationary orbits start to have issues.
